Dignity Health Research Institute Finance & Billing Analyst   Position Summary: This position is responsible to support the Dignity Health Research Institute and the Dignity Health Research Institute Research Finance & Billing Manager for all aspects of research subject billing, management, oversight and compliance. This position ensures research subjects/patients are registered properly, research coding is completed, and bills are sent out correctly for research activities; assures billing compliance with CMS/Medicare/insurance requirements; serves as a resource to investigators and research coordinators. This position is also responsible for financial analytical review; prepares accruals of new research revenues and maintains Accounts Receivable schedules; analyzes monthly research financial reports to ensure accuracy and integrity of information; invoices clinical trial sponsors for IRB and start-up fees, as well as tests and procedures paid for by the clinical trial sponsor. This position is based in Sacramento, CA.    Subordinate Positions: None at this time.    Core Duties: - Supports the Dignity Health Research Institute Finance & Billing Manager, Dignity Health Service Area Research Managers, Revenue Cycle staff and Dignity Health Revenue Cycle partners in all aspects of research billing oversight and management.   - Reviews research protocol documents (e.g. protocol schema/milestones/events, and informed consent forms) and clinical trial coverage analysis documents (e.g. Medicare Coverage Analysis and Research Encounter Forms) for each new clinical trial to ensure compliance with CMS National Coverage Determination Medicare Clinical Trial Policy and Dignity Health research billing policies. - Gathers billing and pricing data from from a variety of sources, including Charge Description Master for hospital & clinic service & procedure fees, Craneware or www.CMS.gov for physician fees, and outside laboratory fee schedules. - Manages processes for ensuring research patients are registered properly, research coding is completed, and bills are sent out correctly. Reviews all research patient bills prior to billing of payors to ensure billing is performed in compliance with Medicare and other billing regulations. Makes sure all hospital research accounts are paid monthly. - Responsible to maintain a research subject log for all research sites supported by DHRI. Ensures all study patients are tracked and on the log. - If a research patient bill is denied, assists revenue cycle staff with appeal. If appeal is unsuccessful, works with sponsor of clinical trial to obtain payment if possible - Requests Charge Description Master numbers as needed. Prepares internal communication to research coordinators, department managers, Coding and Revenue Cycle staff. Creates entries for each study in Master Investigational Device Log. - Deposits all checks received from sponsors and prepares deposit slip for finance, accounting for each check as new revenue or accounts receivable and tracks the revenue or AR entries by trial/activity number. - Responsible for the monthly financial close for all DHRI sites. Accumulates information from research coordinators and IRB managers to prepare accurate and timely journal entries including accruals of new research revenues for each trial/activity number. - Prepares and processes invoices for all IRB, start-up fees, pass through costs and other billable items per clinical trial budgets, and tracks the payments through the monthly AR schedule. - Prepares and processes interdepartmental transfer forms for payment of research hospital fees. - Will assist the Finance and Billing Manager in the implementation of the CTMS. - Acts as a resource to physician investigators, research coordinators, administrators, finance personnel and Revenue Cycle staff at all facilities served by the Dignity Health Research Institute. - Establishes and maintains good working relationships that promote trust and confidence with revenue cycle staff and partners and all Dignity Health staff involved in the research billing compliance cycle. - Follows regulatory requirements for research finance and billing. - Performs other related duties as assigned in a professional manner. Travel: - Occasional travel to facilities within the Dignity Health California and Nevada service areas is required; travel would occur during normal work hours.
